The Delivery Wars: 87878 vs. 2121212


Manila’s getting served — in a good way! We are in the middle of the fight between City Delivery 87878 and Delivery 21 (formerly Quick Delivery) 2121212 for Delivery Supremacy in Manila. Because of this “war”, a lot of innovation is happening in the food delivery industry and the foodies are getting improved service faster. Let me know if you have any feedback regarding your experience with both delivery services.

We did a Delivery Face-off between the two during our recent stay in Picasso. We ordered about P1,000 worth of food and from multiple restaurants at the same time. Here are some notes from that face-off:
– Both services delivered our food within 45-60 minutes upon ordering (you will need to synchronize your time).
– You pay for the same price in the restaurant; they just add a standard 10% delivery/service charge.
– The two are able to communicate with us via mobile phone (not landline only).
– Both have mobile credit card payments, which makes it very convenient.

Before ordering, you need to be ready with these information:
1. Your Address
2. Landmarks near the Address
3. Your Landline/Mobile Phone
4. Where you heard about the delivery service
5. Your basis for your current time

What’s great about Delivery 21 is that they were able to combine multiple orders from different restaurants. There is a minimum of P500 per order in a restaurant. If it falls below P500, they would add a fixed amount of P65. Here is the exact clause from their website:

Minimum Order:
The minimum food and beverage order is Php500. For a limited time, customers may order below the minimum food and beverage amount for an additional P65 over and above any standard delivery charges. Please bear in mind that not all restaurants allow orders below Php500.Delivery 21 Website

If you order from Makati, it is recommended that you order from restaurants within the vicinity of Makati.


The Quick Delivery boys have a black uniform — this is bad for feng shui. Some of the restaurants that I know used black uniforms for their waiters have already closed. Also, the delivery boy lacked confidence and presentation. The food was just in a plastic bag and not handled well.

I was actually not surprised when I learned that Delivery 21 is ran by Everything Express, Inc., which is a Point-to-Point Pick up and Delivery Solutions company that handles not only food but any other parcel. The food was served cold, like letters being delivered to a mailbox.

Suggestion: Train your delivery boys to handle the food like they are waiters in the restaurant serving take-out delivery to your customers — not like postmen delivering mail.

It seems like Delivery 21’s strategy in the restaurant partners race is getting foodie favorites like Ristras, Whistlestop, Cyma, Cantinetta and Mamou. One of their biggest partners is the Bistro Group (think Friday’s, Italianni’s, etc.).

City Delivery has a minimum of P500 per restaurant within the vicinity of where you are having the food delivered. If it is an inter-city delivery (example: you are ordering from a restaurant in Greenhills and having it delivered in Makati), the minimum order is P1,000.

You cannot order from multiple restaurants and combine them in one order. What they do is they process and complete your orders one restaurant at a time.

Also, all of City Delivery’s orders are sealed and branded with a City Delivery sticker. Their strategy is to be the delivery partner of the restaurant vs. Delivery 21’s strategy of being a white-label delivery service for the restaurant.

The City Delivery Boys are well presented with an orange and green uniform and their signature delivery box that keeps the food warm. There were two delivery boys because each restaurant order is treated as a separate order and billing.

One thing I like about City Delivery is they specialize and only deliver food items. They invested on warmers so that our Mr. Choi Order was served hot. The Gourdo’s pizza came in cold because it currently doesn’t fit in their bags.


As for City Delivery’s line of attack in the restaurant partners race, it seems like they are getting more restaurants by partnering with the biggest foodie chains. City Delivery’s biggest partner is the LJC group (Abe, Bistro Remedios) and Raymund Magdaluyo’s Red Crab group. They can deliver cold yogurt from I Love Berries, hot pandesal from The Bread Bag, cupcakes from Sonja’s and chicken from Peri-Peri Grill House.


Delivery 21 is ahead in terms of being able to get different dishes from different restaurants, which is handled as one order. You pay an additional P65 for the entire order if it falls below the minimum (typically P500). They also get plus points for getting restaurants that foodies love. However, they serve the food cold and their delivery boys don’t look so good in black.

City Delivery is ahead in terms of getting the biggest restaurant partners and delivering the food hot. They specialize in delivery of food only, so they can deliver cold ice cream/frozen yogurt, cakes of various sizes, and hot pandesal. Their green and orange riders are very pleasant to interact with. Thing is, you cannot order from a restaurant if you don’t hit P500, and the minimum is P1,000 if it’s an inter-city delivery. (Although I heard they are planning to introduce a promo that will change all this).

This is only Round 1 of the Delivery wars, so expect a lot more innovation in the second round. Also, it is still anybody’s game when it comes to getting the best restaurant partners out there.

TIP: Get the City Delivery and Delivery 21/Quick Delivery Booklets from the restaurant partners for easy ordering over the phone.

    off-topic, let me just say that mcdo’s new delivery sucks big time! they charge PhP 40 on top of the previous delivery charges and still the food was delivered more than an hour later! para ano pa yung extra PhP 40.00 na binayad mo (to think mcdo is just a 5 minute ride away from my place in makati)?!

  8. used delivery 21 the other day, told them credit card, and the machine they brought over was busted. oh well. they were on time and the food was still hot (azuthai is near our place).

  10. I’d like to try this in our area, which is in Commonwealth. Even popular chains like Max’s, KFC and Shakey’s fail to deliver on time in our area, and sometimes even refuse to deliver.

  11. Hi Anton, as always I enjoy reading your blog. I have never tried City coz none of their restos really appeal to me. I have used Quick quite a number of times. Good thing to date, the food was always hot and on time. Don’t know why they changed their name though. The name Quick Delivery was quite a cool one. Visited their site recently… Its Quick Delivery 21 now. Better…

I tried the service from Delivery 21 last night, ordered Fridays and you were right that when the food gets to us it isn’t warm anymore we had to heat our food for a bit to enjoy it, but over all the food came in w/ good presentation, burger buns were not soggy and arrived on time. So far our experience was good I just hope they can solve the problem on the food arriving cold 🙂

  17. I live in the same area too. well… not really. more like way past sta. mesa. Surprisingly quick delivery still delivered to me when i asked for sentro food. the only hitch was they said it wont be as good and there was an additional delivery charge.
    Okey lang… At least they told me. Either way, sentro food rocks! 🙂

  22. I just had a WOW customer experience from Delivery-21 / QuickDelivery. They overdelivered one time, delivering 6 drinks instead of the ordered 5 — of course they charged us more than what they confirmed over the phone & email. We were worried that the extra might be taken from the delivery boys / servers so we decided to pay for everything pa rin. I sent them a quick, non-violent, feedback email about the experience. To our delight, they sent us a P500 GC as an apology for the inconvenience. Ang galing! We used this on our next order. I appreciate companies who put more value on relationships than profit (ala Amazon).
    Because of this, we’re always going to be loyal QuickDelivery fans!

  23. I just used Delivery 21 for the first time. My officemates and I wanted to have Mexicali, so I took the opportunity to register for both Delivery 21 and City Delivery.
    Registration for both was easy, and, at least for Delivery 21, the ordering system was intuitive and user friendly. I placed my order, and I got a call from their call center after about 5 minutes to confirm my order. So far so good.
    However, the food took longer than the 50 to 60 minutes stated by the call center rep and arrived almost half an hour late according to my count. Worse, the delivery guy didn’t bring change or utensils (which, now that i think about it, is no biggie since you eat burritos with your hand) despite instructions to the contrary. Not so good.
    Food was still warm, drinks were still cold ,which is about par for the course. But I felt that the niggling issues should be addressed, so i posted my experience on the wall of their FB fan page, only to get it promptly deleted. “Huh”, I thought, “I guess nobody likes a critic”. And I proceeded to give my own take on the matter on MY wall. Not long after i posted, I got a call from Marco Katigbak of Delivery 21, who took the time to discuss my concerns with their service and even offered to make amends. Now, I don’t believe that my post on MY wall had anything to do with the call because viewing of my posts is limited to my friends on FB, so I’d like to think that the call was prompted by my post on Delivery 21’s page.
    I really appreciated the call from Marco, and the offer to make amends was completely unnecessary. For a less than satisfied customer, I believe that most of the time all it really takes is a sincere “proactive response” (forgive the contradiction in terms) to make things right, and on this, Delivery 21, well, delivered. After suffering through all these years of shoddy delivery “service” from the big fast food chains, it is truly refreshing that Delivery 21 is able to bring to our doorstep the same customer service that we expect from actually dining at the restaurants in their roster.
    At the end of the day, my first experience was a good one, and I look forward to using their service again.
    But I’d like to try City Delivery first. 😉

  25. I tried Quick Delivery 21 a few months ago and they’re really efficient. You can even text “deliver” to their hotline and they’ll call you back so you won’t have to spend on a phone call. I like the website better too. The food arrived hot though it might be because the restaurant we chose was nearby. I think, you’re right: it wouldn’t hurt for them to invest on those insulated bags.
    My opinion is, these independent delivery services should have a marketing incentive like a loyalty card or something. Afterall, aren’t we all suckers for freebies? I know I am!

  26. I just tried Delivery21’s service yesterday. I ordered Php 1500 worth of food from mexicali. They said the food will take 60-90 mins to arrive. We are near Mall of Asia branch. Then after 35mins, I was informed that I’d have to wait for 90mins. I asked, “90 more minutes or just an hour since 30mins already passed?” She responded 90 more minutes because all riders were engaged. I would have understood if they also prepare the food, but being in delivery service business, the reason was totally unacceptable!

  27. I had been a regular customer of Quick Delivery for the past several months – having put in orders at least once or twice a week. Most of the time, Quick Delivery has been prompt and efficient with my food delivery orders. The drivers are very courteous as well.
    However, today (Monday, January 24th, 2011) when I placed an online delivery order for Fish & Co. through Quick Delivery, I was sorely disappointed and embarrassed. I called in at 11am and was informed that my order would come in 50-60 minutes. At 12 noon, I was informed by one of the Quick Delivery call center agents that my order would be transferred to another Fish & Co. branch. What happened to having my food delivered in 50-60 minutes and why was I not informed within 10 to 20 minutes of placing my order that Quick Delivery ran into trouble executing my order? I was given a 30% discount option if I decided to go through with my order (already one hour late) but that will not make up for the embarrassment of having no food for my lunch guests. Overall, I think this company is unreliable and unprofessional. Please think twice before purchasing from this company.

  28. Twice we ordered Mexicali thru 2121212 and on both occassions it took them more than 2 hours to deliver! As I am writing this, we are still waiting for our lunch which we ordered at 10:42am to be exact. This will be the last time we’re ordering ANYTHING from them.

  29. FYI, we ordered through CityDelivery and was told that our food would arrive in 90 minutes. A few minutes later, they call to inform us that a few items weren’t available, fine. They called again saying that another item was unavailable. I was already getting riled up at this point. Then now, after more than 2 and a half hours, our food still isn’t here!! We’ve been trying to call them and we’re just put on hold. Never ordering anything from them again!

  30. QUCIK DELIVERY 2121212 sucks big time! We ordered at 1030am, the delivery came at 1200noon and it was INCOMPLETE! This was our first to use this delivery service and we are so disappointed! 11 July 2011

  33. I ordered at city delivery , this was my first time to place an order at city delivery and the agent synchronize my time , 50-60 minutes. That was 10:30am and we are very hungry , to make the story short , the delivery arrived 1pm and IT SUCKS!
    FYI makati lang ako , at makati din ang restaurant ko .. WTF ang panget ng services ..
    and I was amazed of quick delivery 21 , 50-60mins or ASAP the time synchronization, I think less than 60mins , our food arrived .. I LOVE delivery21 and now I’m a V.I.P customer at Delivery21 , 🙂

    turns out they ARE NOT clear of whether which delivers covers the delivery charge.
    they even overbook delivery charge only after you pay online ( BEWARE BEWARE !! )
    they have an excuse that its outside their deliver zone ( after all I paid the bill + their delivery charge ) I think this is their SCAM..
    I just want to warn the public of their “HIDDEN” charges to situations where they should clearly state it especially ONLINE.

  35. Citydelivery is the worst! Be wary of this company. They can’t seem to track online payments and keep justifying that its because of their system gliches. They can’t refund because it has to undergo the “banking process” and can’t seem to deliver my order either. Greedy capitalist. Unsafe business practice!

  36. It has always been at least 1.5 hours for twoanyone delivery. But today we just did not accept their reason. every week we order from them (sort of a family bonding thing) But then… today our order was already 3 hours late, and it was already 10PM, they told us they were unable to contact the driver and our food was already picked up. I asked what was the exact time our food was picked up and then they said it was 9:44. I have called them up and talked to a supervisor for abour 40 minutes, and they dare lie to us???
    the supervisor offered to waive the delivery charge, offered to discount the food, offered to make us a VIP (weekly order should have already elevated us!)… but hey.. its almost bedtime and then they tell us to wait???? wow?! I told them to just cancel the order.
    I hope though they can improve their services. we tried to order from city delivery and the experience was different… the food was here really fast and HOT! The rider was very courteous and was not looking very gloomy unlike that of the two anyone.

  37. City delivery is the worst service. We ordered food from cibo @ about 9pm and the delivery service said about 1 hr wait or 1 and a half at the LATEST. And we kept calling multiple times and they always said 15 mins everytime. We would have cancelled but the ordered was paid online and when we finally got the food delivered it had no receipt and the delivery man left before we got to say something to him. Worst service ever! I recommend 2121212

  38. I have been a regular of both delivery services for the past few years, because of the added convenience. These past few months, however, I have noticed a sharp deterioration in the service quality for both. I’m not singling out one over the other. Unfortunately for me, I have experienced terrible service and even worse customer service from both twoanyone and citydelivery.
    Like the posters above, I have been asked to wait for 90 minutes, which I think is a reasonable time for specific occasions, but the delivery promise is almost always never met. Sometimes (this has happened more than once!), when I ask them to bring change for cash, I would not be given change at all. On a few occasions, there have been missing orders, too. When I called to complain, all they could offer me is a Delivery Charge waiver. A few times, when I had a complaint, they would tell me the restaurant is already closed (because they took too long to coordinate the order, or to make the delivery) and instead, offered to place my order the next day. That is hardly appeasement, if you ask me.
    I understand that traffic can be a big factor these days, but I think that if I actually called up a restaurant and made my way there and found parking, I would actually make it back home way before their 90-minute delivery promise.
    I’ve since made up my mind NOT to patronize either services anymore. I would highly encourage everyone else to STAY AWAY. Call up the restaurants directly and pick up your food. Or, somebody put up a much better food delivery service. I will definitely be on the lookout for that.
